What is the problem with the govt in declaring Black money stashed abroad as the public(national) money?

Becoz its their OWN money and nobody does that with his own money..Sonia Gandi and Co. will be on roads if they do it. Poor Amul Baby still doesn't have a car of his own he "USES" public Transport System to go anywhere....how poor he is....
